Like most rest areas in both Kymaerica and linear America, the rest areas off the interstates in sDakata had their beginnings as detention centers for POWs and refugees during the endless wars that continue to scar swaths of Kymaerica even today. It is this fact more than any other that accounts for the peculiar but consistent architecture, the strange kiosks (designed in pre electronic days to provide easy surveillance by concealed agents), and the expanses of bland vegetation to permit mass burials.The rest area near Salem in Roav was one of the most notorious because it was used to detain those people who were suspected of intending to visit the Missouri Nation (about 100 miles away). The difficulty was that there was no way to prove things one way or another and vast extended families would end up living in the detention centers for decades, eating out of the vending machines.
